The centre-back will move to the LaLiga champions in the summer when his contract with Toulouse comes to an end.
One of the most highly-rated and sought after youngsters in Europe, Todibo was also wanted by Juventus and had been linked with Manchester City.
The Frenchman, though, decided a move to Camp Nou would be better for his career with a clearer path to the first-team, his agent Bruno Satin told Sport.
“He picked Barça because of their history. It’s a huge club. Since he was a child he dreamt of playing for Barça,” he told Sport.
“It wasn’t a decision based on money but the feeling he had for the club.
”Compared to the other teams who wanted him, at Barça he has more chance of being in the first team.
”At Juventus there are great defenders and he would need to wait longer (for a chance to play).”
Todibo has made 10 appearances in Ligue 1 this term and has been capped by France at U2o level.
