São Paulo and Atlético-PR reached an agreement for Pablo, who scored the opening goal in the second leg of the Copa Sudamericana final.
The Tricolor will pay about €7m to have 70 per cent of the rights to the attacker.
The clubs have yet to confirm the transfer, but according to GloboEsporte, everything is on track.
The transaction may also involve other players, but this has not yet been confirmed.
Flamengo and Palmeiras also had a very strong interest in the player. Flamengo were willing to pay €7m, but Pablo had a preference for São Paulo.
Flamengo are still in desperate need of a striker for the 2019 season and will now have to look elsewhere.
