Also wanted by RB Leipzig and Brighton, Rangers plan to match Celtic’s offer and hope the 24-year-old will sign a pre-contract to move to Ibrox, according to the Scottish Sun.

Powell, who has played for England at Under-21 level, started his career with hometown club Crewe and had such talent, caught the eye of Red Devils boss Sir Alex Ferguson, after scoring in the 2o12 League Two Play-off final aged 18.

However, he struggled for game-time at Old Trafford, making just nine appearances in four years in between loan spells with Wigan, Leicester and Hull.

Joining the Latics on a permanent deal in 2016, Powell has scored four goals in nine Championship games this season though appearances have been limited as he has been sidelined by injury.
